General Provisions
Debate Rules
1. The system of the debate is Asian Parliementary System
a) The factions of the debate are The Government team (pro) and Opposition team (kontra)
b) Each team consists of 3 members, and each member has the role of either 1st speaker, 2nd speaker, 3rd speaker and reply speaker
c) The reply speaker of the team is taken from the 1st or 2nd speaker
d) Debate will begin with The Government team 1st speaker, and will alternately change with the Opposition team in sequence
e) Maximum time given to deliver an argument is 7 minute
- The table will be knocked once signaling that 1 minute has passed
- After the first knock, another knock will be done signaling that 4 minutes have passed
- The table will be knocked twice signaling that 7 minutes have passed
f) POI (Point Of Information) is only available after 1 minute
g) The time limit for POI is 15 seconds
h) Reply will be given first by The Opposition team, so in essence the debate begin with The Government team and end by The Government team
i) Reply speaker are allowed to speak for a maximum of 4 minutes
j) The reply speaker are not allowed to bring new arguments
k) There are no POI in reply speech
2. Each team is not allowed to mention SARA materials
3. Swearing and other informal or slang language are not allowed
4. Each team is free to wear their chosen school uniform
5. Inappropriate gesture are not allowed
6. Creating or provoking a commotion is not allowed
7. Those that broke aforementioned rules will be given a penalty
8. The team that has received 2 penalties will be disqualified
Casebuilding
1. Each team is given 15 minutes for casebuilding.
2. You are forbidden to use all electronic devices such as laptop, ipad, mobile phone, others during casebuilding.
3. All electronic devices must be put to the Liason Officer (LO).
4. Competitors may bring notebook, calculate paper, or cloudy paper.
5. Magazines, books, journal are not allowed during casebuilding.
6. Casebuilding are followed by 3 person each team. You are not allowed to get help from your coach, supporter, and LO.
Team that comes late are not given any extension time.
- Competitors are students of Senior High School
- Each team consist 3 students
- Each school may send more than 1 team
- Already payed the registration fee IDR 250.000
